Do we neglect our neighbors?

I am torn about the devastation in Haiti. It is a horrible account of natural disaster, but with the economic structure of the country, it seems like a nuclear bomb touched down there. Haiti seems more like a 4th world country, not even a third. I know there are many blogs about this, but is it shame on our country because we are neighbors, or is it shame on the world?
